To get the right fit, the Chilli waistcoat should be worn over a light to medium weight long sleeved garment, ideally a roll neck jumper. Therefore measurements should be made over your chosen clothing --

Measure around the fullest part of the chest, keeping tape up under the arms and around the shoulder blades. Do not pull the tape tight. --
